The avatar has to read at thumbnail size, announce Halloween instantly, and keep its key details clear of the corners a round crop cuts away. To see what holds up, I built six original characters with PixAI and reviewed every one three ways: full square, circular crop and a 64 px preview.

Choose whichever design fits you, replace the character traits with your own, and you'll have a Halloween Discord PFP ready to upload.

The six avatars (witch shown after its edit).

Four Rules for a Halloween PFP That Reads in a Tiny Circle

Make the face the star. A big, centered face keeps the eyes legible once the image shrinks.

Place the Halloween cue next to the face: hat, pumpkin, ears or hood, no more than a head-width from the eyes.

Use a plain background in a color that contrasts with the hair. PixAI's guide Halloween Drawing Ideas: Props, Light, Color and Setting goes deeper on lighting, props and settings.

Assume the corners are gone. A round crop cuts off all four corners of the square.

The circle shows the approximate safe area for important details.

The 6 Halloween Anime PFP Builds

Every avatar was generated on October 21, 2026, using the settings shown under Idea 1. The automatic negative prompt PixAI applied read "lowres, worst quality, low quality, bad anatomy, explicit", and one image came to 3,200 credits.

1. Pumpkin Witch

Idea 1 (first result): square, circle, 64 px.

Create an original anime-style head-and-shoulders portrait of a cute young adult witch with short chestnut-brown hair, amber eyes, and a playful smile. Give her a black pointed witch hat with an orange ribbon, a dark plum outfit, and tiny pumpkin-shaped earrings. Add a small glowing jack-o'-lantern beside her cheek. Use a simple dark purple background with warm orange highlights. Keep her face large and centered, with both eyes clearly visible and the pumpkin close to her face without covering it. Leave comfortable space above the tip of her hat and around both sides of her head, keeping the entire hat inside the frame. Playful Halloween aesthetic, polished anime illustration, readable at small profile-picture size, no text or watermark.

Model: Tsubaki.3 · Aspect ratio: 1:1 · Resolution: L 1232×1232 · Single image · No Recipe or LoRA · Prompt Helper off · 3,200 credits (High Priority off)

This friendly, cute Halloween pfp signals the season through the ribbon, the earrings and the pumpkin, and at 64 px that pumpkin survives as an orange glow. The round crop clips the brim and the tip of the hat, yet the shape is still clearly a witch hat. Because the pumpkin sat on her cheek, I corrected it in the troubleshooting section further down.

Customize it: swap the hair, eye and outfit colors, but leave "face large and centered" and the "comfortable space" sentence alone, since those two control the crop.

In the generator, pick Tsubaki.3 and set 1:1, L and Single.

Paste in the prompt, editing only the character traits.

Generate a single image, then preview it as a 64 px circle.

Here's how to qualify: sign up through the invitation link, confirm your email if you register that way, collect Daily Rewards on two separate days, and finish at least one image or video generation. Once every step is done, the bonus lands within 24 hours. Your normal daily credits can pay for the first try, and the referral bonus shows up afterward. Accounts that already exist can't apply an invitation after the fact.

Disclosure: I also receive referral credits when you join through this link.

2. Vampire Aristocrat

Idea 2: square, circle, 64 px.

Create an original anime-style head-and-shoulders portrait of an elegant young adult male vampire with tousled silver hair, crimson eyes, pale skin, and a calm, mysterious expression. Give him a black high-collar gothic coat with subtle antique-gold details and a dark red rose pinned near his neck. Use a simple deep burgundy background with soft red rim lighting. Keep his face large and centered, with both eyes visible and the rose close to his face but fully inside the frame. Leave comfortable space above his hair and around both sides of his head, keeping his hairstyle and shoulders from being awkwardly cropped. Gothic Halloween aesthetic, polished anime illustration, no text or watermark.

Settings: same as Idea 1 (Tsubaki.3 · 1:1 · L · Single · 3,200 credits)

Composed and refined. A red rim light pulls the silver hair away from the burgundy backdrop, which keeps his head legible inside the circle. At 64 px the rose nearly disappears, so the red eyes and the collar do the Halloween work.

Customize it: try different hair, eye and flower colors.

3. Sleepy Ghost

Idea 3: square, circle, 64 px.

Create an original anime-style head-and-shoulders portrait of a cute young adult girl with fluffy pale-lavender hair, soft blue eyes, and a sleepy smile. Give her an oversized white ghost hood with a rounded silhouette and a tiny translucent ghost floating beside her cheek. Use a simple pastel-blue background with soft lavender highlights. Keep her face large and centered, with both eyes visible and the little ghost beside her rather than covering her features. Leave comfortable space above the hood and around both sides, keeping its entire rounded outline inside the frame. Cute, dreamy Halloween aesthetic, polished anime illustration, readable at small profile-picture size, no text or watermark.

Settings: same as Idea 1 (Tsubaki.3 · 1:1 · L · Single · 3,200 credits)

The softest Halloween pfp in the set, suited to cozy accounts with gentle colors. Its rounded hood echoes the circle and never left the frame. On a white page the pale colors lack contrast, and at 64 px the little ghost almost vanishes.

Customize it: adjust the hair, eyes and palette, but hold on to the "rounded outline inside the frame" line.

4. Mischievous Black Cat

Idea 4: square, circle, 64 px.

Create an original anime-style head-and-shoulders portrait of a mischievous young adult catgirl with a short midnight-black bob, bright golden eyes, and a crooked grin. Give her two black cat ears with warm orange inner fur, a thin black choker, and a tiny crescent-moon bell. Use a simple charcoal background with a subtle pumpkin-orange glow. Keep her face large and centered, with both eyes clearly visible and the bell near her chin. Leave comfortable space above the tips of both ears and around the sides of her head, keeping both ears fully inside the frame. Playful, slightly edgy Halloween aesthetic, polished anime illustration, no text or watermark.

Settings: same as Idea 1 (Tsubaki.3 · 1:1 · L · Single · 3,200 credits)

Mischievous with a bit of an edge. An orange glow traces the black hair, and the orange fur inside the ears is the strongest seasonal signal. The square holds both ears, but the circle shaves off their tips, so the ear instruction worked only halfway. At 64 px you can hardly see the charm.

Customize it: vary the hairstyle, eyes and charm, and request more headroom above the ears.

5. Haunted Porcelain Doll

Idea 5: square, circle, 64 px.

Create an original anime-style head-and-shoulders portrait of an eerie young adult porcelain doll with glossy dark-brown twin tails, ruby-red eyes, and a faintly unsettling smile. Give her a black Victorian dress with a lace collar, deep burgundy ribbons, and a delicate painted porcelain crack on one cheek. Use a simple charcoal and burgundy background with soft candlelight. Keep her face large and centered, with both eyes and the cheek detail clearly visible. Leave comfortable space above her hair and around both sides, keeping the twin tails and ribbons inside the frame without crowding her face. Gothic storybook Halloween aesthetic, polished anime illustration, no blood or gore, no text or watermark.

Settings: same as Idea 1 (Tsubaki.3 · 1:1 · L · Single · 3,200 credits)

Creepy, with zero gore. Twin tails and ribbons remained inside the circle; at 64 px the cheek crack disappears, and the red eyes plus ribbons are what's left.

Customize it: recolor the hair, eyes and ribbons, and leave "no blood or gore" in place.

6. Moonlit Pumpkin Guardian

Idea 6: square, circle, 64 px.

Create an original anime-style head-and-shoulders portrait of a mysterious young adult male pumpkin guardian with tousled dark-teal hair, luminous golden eyes, and a calm, confident expression. Give him a dark forest-green cloak with an antique brass clasp and a small glowing jack-o'-lantern lantern beside his shoulder. Use a simple midnight-blue background with cool moonlight and warm amber highlights. Keep his face large and centered, with both eyes visible and the lantern close to his face without covering it. Leave comfortable space above his hair and around both sides of his head, keeping the full hairstyle and lantern inside the frame. Atmospheric fantasy Halloween aesthetic, polished anime illustration, readable at small profile-picture size, no text or watermark.

Settings: same as Idea 1 (Tsubaki.3 · 1:1 · L · Single · 3,200 credits)

A Halloween anime pfp with a fantasy slant, for a confident, enigmatic vibe. The lantern rests at his shoulder within the circle, and as the lone warm tone among all the blues it stays readable at 64 px.

Customize it: change the hair, eyes and cloak, but keep the lantern where it is. For more character ideas, see Halloween Anime Characters: Witch, Vampire and Ghost Prompts.

Building Your Own Avatar in PixAI, Step by Step

Choose the character and the model. Settle on hair, eyes and a single Halloween cue. My runs used Tsubaki.3 without any Recipe or LoRA, so there's no link or strength value to replicate.

Write out the costume, expression, background and framing as plain sentences, following the template below.

Generate, then check the eyes, the Halloween cue and each edge of the frame.

Change one thing per pass with Edit with Text rather than regenerating (a membership is required), and spell out what has to stay unchanged.

Preview the circle at roughly 64 px before you download.

Create an original anime-style head-and-shoulders portrait of [CHARACTER: age, hair, eye color, expression]. Give them [HALLOWEEN CUE: hat / hood / ears / prop] and [OUTFIT]. Use a simple [BACKGROUND COLOR] background with [LIGHTING]. Keep the face large and centered, with both eyes clearly visible and the [HALLOWEEN CUE OR PROP] close to the face without covering it. Leave comfortable space above the [TALLEST DETAIL] and around both sides of the head, keeping the entire [HAT / EARS / HOOD] inside the frame. [MOOD] Halloween aesthetic, polished anime illustration, readable at small profile-picture size, no text or watermark.

Tsubaki.3 selected, High Priority off; Generate shows 3,200 credits for one Single image.

Cost: a Single image ran 3,200 credits and the optional edit 5,100, for 8,300 in total covering the first avatar and one edit. No batch was used. Edit with Text is membership-only, while free accounts receive daily credits.

Keeping the Avatar Intact Inside a Round Crop

Big face, breathing room around hats, hoods and ears, plain background. Each prompt requested "comfortable space" and asked for accessories "inside the frame". Treat that phrasing as something I tested rather than a promise: hair, hoods and twin tails stayed in, while the witch hat and the tips of the cat ears got clipped.

Idea 6 as the representative example: square, circle, 64 px and 40 px.

Here is a single avatar at four sizes. At 64 px the Moonlit Pumpkin Guardian holds onto his glowing eyes, his hair silhouette and the carved face on the lantern. Drop to 40 px and the hair silhouette and orange lantern remain recognizable, though the eyes fade and the carving smears. At either size the cloak clasp shrinks to a speck.

All six at 64 px, light and dark.

For each design I put the square next to the circle. Every face is still readable at 64 px, though the doll loses its cheek crack and the vampire's rose is barely there. Against a dark page, the cat and doll circles melt into the background, so request a lighter backdrop if your audience uses dark mode.

Troubleshooting: The Problem I Hit and How I Fixed It

Problem: the pumpkin crowded her face. On the Pumpkin Witch it sat over her cheek and hairline, and once the image shrinks, a prop touching the face blends into it. I wanted visible space between the two, so I turned to Edit with Text:

Move the small glowing jack-o'-lantern away from her face so it floats beside her cheek, with a clear gap between the pumpkin and her facial features. Do not let it overlap her eyes, hairline, cheek, or mouth. Preserve her chestnut-brown hair, amber eyes, playful expression, black hat with orange ribbon, plum outfit, pumpkin earrings, color palette, and anime art style. Keep the character and accessories comfortably within the square frame for a circular profile-picture crop. Maintain the simple dark purple background. Do not add new accessories or redesign the character.

Edit with Text with Tsubaki.3 selected; Generate shows 5,100 credits.

Before (top) and after (bottom) the edit.

I ran the edit a single time, at 5,100 credits. The pumpkin is now clear of her facial features, yet it touches her hair, looks smaller and picked up a hook-shaped detail I never asked for. It's also tougher to make out at 64 px. So the edit solved the main overlap without delivering a perfectly clean image.

FAQ

Can I turn my own OC into a Halloween anime pfp?

What I tested was a written description: drop your OC's hair, eyes and outfit into the template above and leave the framing sentences as they are. Editing an existing image of an OC was not part of my test.

What belongs in a Halloween avatar prompt?

The character's details, a single Halloween cue, an expression, a plain background, and framing that keeps the face big and centered.

Can a witch hat survive a circular crop?

I asked for the full hat inside the frame, but the tip and brim still got cut. It remained recognizable as a witch hat. I haven't tested whether a smaller hat or looser framing helps.

How many credits did the first image and the edit take?

One Single image was 3,200 credits and the edit 5,100, so 8,300 combined. Because the edit requires a membership, you can skip it.

I ran every one of the four tests personally and am reporting the outcomes exactly as they landed.

Look up the best uncensored AI image generator and the search results pull in opposite directions: one page says "no filters," another says "no limits," and a third wants your card number before you've written a prompt. To cut through that, I gave a single job to four services (PixAI, NovelAI, Leonardo.Ai and Tensor.Art) and then went through the rules each one publishes.

The quick version: there is no rule-free option among them, and the word "uncensored" carries far less information than it seems to. Leonardo.Ai drifted the least across my test, PixAI handled the jar edit most naturally, and NovelAI and Tensor.Art each slipped on one point. Pick PixAI for anime characters you'll keep refining through plain-language instructions; pick Leonardo.Ai for fast edits on images you don't mind being public. NovelAI's terms say the least about specific content categories, but vague isn't a synonym for permissive, and a subscription is required once its short trial runs out. Tensor.Art presents itself as entirely safe-for-work. My sample was one character, one scene and one edit per service, so read the outputs as illustrations rather than averages. Nothing below is NSFW.

Figure 1. Each service's first output from the identical prompt. PixAI frames her from head to boots; the remaining three zoom in tighter. Models, resolutions and settings vary (details in the test table further down).

Unpacking "no restrictions" in an AI image query

A query like AI image generator no restrictions actually bundles four separate questions. Content policy covers what a provider says you may and may not generate or share. Creative control is about choosing models, feeding in reference images and iterating without a fresh start. Access means sign-ups, credits, pricing and daily ceilings. Publishing concerns who sees your output and whether a report can get it taken down.

Those four dimensions vary independently. One product may give you deep control while making free-tier images public; another may enforce tight content rules alongside a generous free allowance. So treating "uncensored" as a binary property of an uncensored AI image generator doesn't work. The label captures a vibe, not a spec. Marketing muddies it further: NovelAI's landing page advertises "No restrictions. No compromises," yet its terms set an 18+ age requirement and spell out misconduct. Neither statement is false; they simply address different things.

Test design and why these four tools

PixAI is included because it sponsored this piece. The other three are services people commonly compare it with while looking for an AI image generator with fewer restrictions. NovelAI focuses on anime illustration. Leonardo.Ai is the mainstream pick, offering a free tier plus a chat-driven editor. Tensor.Art, with its community model hub, is arguably PixAI's nearest competitor. NovelAI, Leonardo.Ai and Tensor.Art ran on free allowances or a trial, whereas PixAI ran on a paid Starter plan, so access conditions weren't equivalent.

The four services side by side

The strengths and weaknesses listed are drawn from the images I generated. Pricing and access come from each provider's public pages as of October 13, 2026, and the policy links sit in the policy table lower down.

Results from the identical creative task

Figure 2. Upper row shows the first outputs; lower row shows the revisions requesting a small blue glass specimen jar in one hand with the notebook kept. Check the jar's placement and whether the notebook made it: PixAI swapped the pencil for the jar, NovelAI dropped the notebook, and Leonardo.Ai and Tensor.Art pressed the jar or bottle against it.

PixAI

PixAI read the edit request most intelligently. In the original, her free hand was holding a pencil, and PixAI converted that pencil into a corked jar filled with blue liquid, leaving her face, hair, jacket, stance, planters, windows and boots untouched. The jar sits naturally, and the notebook survives. On top of that, a plain text instruction was enough; I didn't have to re-upload any reference.

Its first image shines most in the painterly background. On the downside, the full-body composition makes her face tiny compared with the closer crops elsewhere, and the two generations used 9,700 credits on a paid plan.

NovelAI

To me, NovelAI's first output is the most attractive of the set, thanks to gentle shading, a blush and tidy lines. The edit preserved face, hair and clothing, but the notebook vanished completely, both hands ended up gripping the jar, and leafy plants and white blossoms crowded in next to the blue flowers.

Leonardo.Ai

Leonardo.Ai has the gentlest learning curve. A single prompt returned a bright, close, waist-up portrait. To edit, I tapped the image and typed in the chat panel, at which point it moved to Nano Banana without my asking. The output is nearly unchanged: notebook, jacket and flowers all intact, plus a small corked jar. The drawback is that the jar leans awkwardly on the notebook cover and comes out closer to teal than blue.

Tensor.Art.

Tensor.Art gave the flattest image of the four, with a TV-anime aesthetic, a still, front-on pose and a white coat with a high collar. Its revision held on to the notebook, coat and snowy backdrop, yet what appeared was a pale blue bottle topped with a white cap instead of a glass jar. It also required me to upload my first image again as a reference, a step that neither PixAI nor Leonardo.Ai needed.

What's permitted on each platform, and what isn't

Every rule below is taken from the providers' official pages as of October 13, 2026. None of it is guessed from whether a prompt went through.

Matching each tool to a use case

If your workflow centers on anime, PixAI is where I'd begin. If you want quick edits and public visibility is fine, Leonardo.Ai is the stronger option. Should your choice hinge on a sensitive policy question, go straight to the current official rules linked in the policy table. Nothing in this test forecasts what any tool will accept, which is why, if you arrived looking for the best uncensored AI image generator, I won't name a winner: "uncensored" covers too many different things.

FAQ

Is an "uncensored" tool one with zero content rules?

No. As of October 13, 2026, each of the four publishes rules on content, age or sharing, and each draws its boundaries differently. Consult the policy table above and the official page for whichever tool you use.

What's worth checking before creating an account?

Look at four areas: content rules, creative controls (models, reference images, editing), access limits (free allowance, trial or subscription), and default visibility of your images. Leonardo.Ai's free plan, for instance, makes creations public.

Which tool works best for anime characters?

Based on my one test, Leonardo.Ai stayed closest to the original image, PixAI integrated the jar most naturally, and NovelAI generated the nicest first image. For an anime character you expect to keep editing, I'd start on PixAI and weigh it against NovelAI's trial. A single test is a thin sample, so run each free allowance or trial on your own character before you pay.

What makes or breaks a tool is whether it respects your intent: does it keep the character intact, honor every instruction, and stay inside the scene you described? To find out, I ran ChatGPT, Grok, and PixAI against a single brief. Step one was to design an original anime character. Step two was to relocate him from vine-choked jungle ruins to an observatory high in snowy mountains, keeping every identifying detail. The outputs split the three apart on art style, character consistency, and the way each one dealt with an edit.

TL;DR: ChatGPT is the pick for fast images you tweak through conversation. Grok leans toward dark, texture-heavy artwork. PixAI fits anime creators who need one consistent look and character from image to image, although its edited scene left out the observatory itself. No tool here is truly unrestricted, which is why I also lay out each company's published content policy.

Disclosure: PixAI paid for this collaboration. I ran every test across all three tools myself and report what I found, PixAI's weak spots included.

Quick Verdict: Matching Each Generator to Your Workflow

When you're shopping for a ChatGPT image generator alternative, skip the debate over which tool is "looser" and ask what you need from it. Tighter control over the anime aesthetic? A character who survives edits unchanged? Bigger usage allowances? A different set of content rules? In this experiment, the gaps showed up in the first three. Content policy is its own topic, and the published rules get a side-by-side look further down.

Based on my test (Figures 2 to 3c) and the sources in the policy table below, checked October 11, 2026.

Test Setup

The brief described one original adult character: an explorer aged 28, silver-haired and violet-eyed, with a scar across his right eyebrow, plus a green coat, a satchel, and a tiny mechanical bird as companion. Prompt one set him on a stone bridge swallowed by greenery. Prompt two asked for that same man inside a snowbound mountain observatory after dark, peering through a brass telescope.

These products are built differently. ChatGPT and Grok work through chat, whereas PixAI is a purpose-built generator, so "identical task" here refers to identical prompts rather than identical button presses. To revise, I kept going in the existing ChatGPT and Grok conversations and didn't upload the earlier images again. On PixAI, I ran Flow Edit against the first image. What's being compared, then, is each product's own native workflow, not one shared editing technique.

Round One: Art Style and Creative Control

Figure 2. First generation from each tool, as returned. Left to right: ChatGPT, Grok, PixAI.

ChatGPT produced the heaviest rendering of the group: thick fabric texture across the coat, deep shading, a frayed hem, and sun falling on ruins with a waterfall in the background. The result looks closer to a richly detailed semi-realistic painting than to the "polished anime linework" my prompt requested. It also chose a tan complexion I hadn't asked for, and at regular viewing size the eyebrow scar isn't discernible. On the plus side, it delivered the violet eyes, the ponytail, the satchel, and a silver bird that's partly organic, partly mechanical.

Grok took a grimmer route. Its coat has tattered edges, the lighting is brooding, and the overall mood lands in dark-fantasy territory instead of the gentle dawn light I described. Any scar is barely there, assuming it exists, and the bird reads as a bronze sparrow rather than a mechanism.

PixAI delivered the most faithful anime interpretation. Linework is sharp, the foliage is vivid, and beams of light cut through the ruins. You can see the scar, and the bird is clearly geared. Where it falls behind is surface detail: the coat looks flat beside its rivals, despite my request for detailed fabric. The garment also morphed into something like a hooded duffel coat, though it keeps the brass fasteners.

My prompt placed the bird on the explorer's left shoulder. PixAI positioned it on the right of the frame, which counts as his left when he faces the viewer. ChatGPT and Grok both set it on the opposite side.

Round Two: The Edit and Character Continuity

Prompt two told each generator to hold the character steady while swapping the location. Figures 3a through 3c present each pair.

Figure 3a. ChatGPT: first image (left) and revision (right).

ChatGPT took the new setting at face value and then overdelivered. It added the dome, snowfall, a moon, and a packed Milky Way, and replaced the handheld scope with a large tripod-mounted brass instrument. One of his hands rests on the telescope, the other on the rail. Yet it also introduced an unrequested lantern, a stack of books, and a star chart, and the scar remains invisible. Clothing, satchel, and bird all transferred cleanly.

Figure 3b. Grok: first image (left) and revision (right).

Grok matched my described pose most closely: a handheld telescope raised to one eye, the free hand on a snow-dusted balustrade, and a dome with glowing windows in the background. Coat, belts, satchel, and ponytail are consistent with its first output. A moon is hard to spot, but the lighting has a cold blue cast.

Figure 3c. PixAI: first image (left) and revision (right).

PixAI kept the character remarkably coherent through the edit. Its art style carried across intact, along with the silver top-knot, hooded green coat, gloves, satchel, and mechanical bird, which still looks unmistakably robotic. The environment includes a crescent moon, a star-filled sky, snowcapped peaks, and a railing buried in snow, plus a brass telescope standing on a wooden tripod. Two instructions slipped, however. He grips the telescope with both hands rather than resting one on the rail, and the observatory structure and dome are absent, leaving only a terrace. Because he's shown side-on behind the eyepiece, the scar can't be verified. PixAI came out ahead on style and continuity but dropped marks for pose and setting accuracy.

Breaking Down What "Restrictions" Means

Searchers chasing an AI anime generator no restrictions generally have one of three things in mind, and they tend to blur together. Creative controls cover what you're able to steer, such as style, model selection, editing features, and consistency. Usage limits govern volume: free quotas, credits, subscription tiers. Content policies set the boundaries on what a provider allows you to generate in the first place. One tool might excel at the first category, be more generous on the second, and still enforce strict rules on the third.

My experiment never approached content limits, so a prompt being accepted tells you nothing about where those limits sit. For that, the providers' official documents are the authority, reviewed on October 11, 2026.

Compared directly, not one of these companies offers a rule-free product. OpenAI and xAI, the company behind Grok, each prohibit sexual content involving minors. PixAI offers a Sensitive category, but it's locked behind an 18+ toggle, and sensitive work that gets published is shown only to the person who uploaded it. Strict rules also apply to minors and to realistic imagery. So if you're hunting for an anime AI image generator with fewer restrictions, the real distinction is probably that PixAI is designed around anime workflows, not that it lacks rules.

The Verdict: Picking the Right Tool

For anyone wanting a Grok image generator alternative designed with anime in mind, PixAI would be my first stop, though it pays to inspect hand positions and background elements after every edit. If speed and back-and-forth editing in a chat matter most, ChatGPT could suit you better.

FAQ

Does PixAI let you generate anything without limits?

No. Its terms prohibit illegal content and set a minimum user age of 18. The content guidelines ban realistic sensitive material as well as any sexualized portrayal of minors. Sensitive work is tagged separately and has restricted visibility.

Are an account or credits required?

Every one of the three requires you to sign up. PixAI charges credits per generation, and those can be collected via daily log-ins and promotional events. ChatGPT's Free tier can create images, under caps that are tracked apart from text conversations. With Grok, leaning hard on the free tier may shrink your remaining image allowance. Since none of my sessions ran into a cap, I wasn't able to pin down each tool's upper limit.

Is "fewer restrictions" simply shorthand for relaxed content policies?

Not always. In this comparison, what separated the tools was control over style, how they behaved during revisions, and how consistently they kept the character. Content policies are a different matter, covered in the table above.
